Comprehensive Student Transparency, Security and Privacy Bill
On March 18th members of the Education Committee voted by unanimous consent HB:5469 An Act Concerning Student Data Privacy out of committee with Proposed Substitute Language. We thank the committee for addressing some of CAPE's concerns with the original bill by adding additional elements needed to more adequately protect students and inform parents. The bill is still missing provisions that have been enacted elsewhere; in particular applying to ALL data and including an enforcement and penalty mechanism. Please contact your representative in support of HB 5469 and requesting those elements be added. For easy reference an Analysis of the proposed bill as it relates to the priority issues for CAPE are represented in the grid below. In the past 2 years 55 student data state laws have been enacted across the country.. This year another 69 laws have been proposed. It is due time for CT to enact a comprehensive law for our children and their families.
